The Reedy Creek Energy Services Programmer/Analyst is a salaried cast member with broad technical capabilities and extensive responsibilities related to the RCES Supervisory Control and Data Acquisition System (SCADA) based on numerous Alstom Grid software platforms and Windows 2008 R2 server. This position plans, designs, constructs and manages the RCID Electrical Distribution System Supervisory Control and Data Acquisition System (SCADA).


Responsibilities

  • This position provides support to both the Senior Programmer Analysts (SCADA and Plant Control).
  • Manage & enhance the Supervisory Control & Data Acquisition System (SCADA).
  • Develops and manages systems for data archiving, querying and near real-time access for end users via the web ^ VBA driven spreadsheets.
  • Provide automatic generation control for the Co-generation plant.
  • Configure networked remote terminal units & related field devices.
  • Configure communications to protective relays, including configuration of Schweitzer communications processors.
  • Develop, implement & maintain real-time data transfer with other utilities to meet contractual & NERC/FRCC obligations
  • Hardware & software design, programming, configuration & near-continuous upgrades of the SCADA Master Station & related end-user computers
  • Develop, implement & maintain near-real-time & historical data access to end-users via the web & VBA driven spreadsheets.
  • Provide assistance to Instrumentation & Computer Technicians on a daily basis.
  • Serve as backup to Sr. Programmer/Analyst for Regulatory Compliance, management/design of firewall configuration, SCADA system design and software maintenance management .
  • Manage software updates/replacements, anti-virus protection and day-to-day maintenance of servers and computers.
  • Design and develop website, database and mobile applications as needed for data management and access.
  • Manage the general RCES website.
  • Provide administrative management, development and support for the GIS server and website.
  • Provide emergency response 24/7 to assist in the troubleshooting & restoration of services.
  • Provide front-line technological support for the Energy Production, Regulatory Compliance, Utility Business Affairs, I & C, Engineering, & Energy Management

Basic Qualifications

  • Minimum of five (5) years working in a system related role in the utility or general engineering industry.
  • Excellent verbal and written skills are required including proficiency with Microsoft Word and Excel.
  • Experience with utility SCADA systems software and architecture including server systems and database management.
  • Experience with protective relay coordination.
  • Exposure to programming in 1 or more langauges, preferably C++ or C#.
  • Experience with single and multi-mode fiber optic telecommunications systems.
  • Experience with utility SCADA systems, Plant-Wide Control Systems, PLCs, humn/machine interfaces, digital and analog control loop design and tuning, digital ladder logic, software and architecture including server systems and database management.
  • Experience with object-oriented programming and ladder logic.
  • Experience with SQL server systems.

Preferred Qualifications

  • Cost estimating skills and experience.
  • Web software development experience.
  • GIS systems experience, both user and developer/maintainer.
  • Experience with utility SCADA systems, Plant-Wide Control Systems, PLCs, humn/machine interfaces, digital and analog control loop design and tuning, digital ladder logic, software and architecture including server systems and database management.
  • Experience with server administration.
  • Experience with single and multi-mode fiber optic telecommunications systems.
  • Experience with low-voltage control wiring.
  • Experience with P&IDs, Process Flow Diagrams, Relay Logic and construction blueprints.
  • Experience with interpreting codes, standards, and regulatory language.
  • Experience with General Electric Proficy iFix systems.
  • Cost estimating skills and experience.
  • Web software development experience.

Required Education

Bachelors degree in engineering or computer science, or equivalent experience.
