This position is a multi-discipline administrative assignment is critical to fully and consistently meet the legal requirements of administering timely and accurate utility field locates and their required follow-up responses. The position’s primary responsibility is to receive all utility locate requests for any excavation within Reedy Creek Improvement District (RCID). This role includes processing the request identifying the appropriate recipients and distributing the request. This role is the interface between Sunshine 811 (Florida’s One-Call Center), the excavator (cast member or contractor) and the utility owner and locators. Each respondent reviews and performs their locate responsibilities; this position provides the Positive Response to Sunshine 811.

The Reedy Creek Emergency Services (RCES) Utility Locate Processor is also the central contact, preparer, and router of 12KV Electrical Work Notices, 12kV Internal Switching Notices, 12kV Megger Witness Tests, and Electrical Energized Equipment Entry Notices to notify customers of potential utility service impacts. Approximately 1,200-1,500 of these 5 additional types of notifications are prepared per year. This formal procedure is to provide contractors access to the equipment and RCES oversight to RCES electrical equipment.

The RCES Utility Locate Processor is also the Survey and Mapping Department’s administrative assistant, placing safety and job postings, providing security gate access, and backing up gate access for other administrators. Further this position orders supplies, and submits equipment and/or building repair requests.


Accountability – As the primary interface between Sunshine 811 and local agents, this role is motivated to provide a reasonable degree of care to protect the long-term interest of the company through accurate work.

Product Quality and Customer Confidence – Accuracy and consistency is of the utmost importance. Each customer request must be handled in a manner where the contractor has a realistic understanding of the information being communicated and has confidence in that information.

Knowledge of Property – The ability and awareness to identify RCID service areas and where locate tickets need to be processed.

Responsiveness – The ability to identify and coordinate higher priority locates in emergency situations (defined as: loss of service, product actively escaping, or a danger to life/property) or critical business need situations.
  1. Identifies utility locates taking place where RCID is the service provider and processes tickets and responses for these jobs.
  2. Answers phone calls, emails, and fax requests for locate information.
  3. Organizes daily requests to ensure responses are provided in the 2 business legal response time for Sunshine 811 members.
  4. Maintain constant communication with the RCES Utility Locate teams, RCES Gas Department, Walt Disney World (WDW) Global Irrigation, WDW Telecom, WDW Radio/TV, and WDW Information Services for distribution of locates and receipt of responses.
  5. Using a GIS-based mapping system to provide maps for contractors.
  6. Prepares and distributes 12KV Electrical Work Notices, 12kV Internal Switching Notices, 12kV Megger Witness Tests, and Electrical Energized Equipment Entry Notices in coordination with the RCES High Voltage Department.
  7. Posts job listings, safety information, and internal communications to the ECEP information boards.
  8. Provides gates access to RCES visitors coming to Epcot and Disney’s Hollywood Studios plants.
  9. Orders supplies and places service requests for office machinery and building maintenance issues.
  10. Provide secondary support for door control access at the ECEP and gate access to other RCES facilities around WDW property.

Basic Qualifications

  • A minimum of two years’ experience in an office administrative or support role
  • Proficiency of all basic computer skills: MS Word, Excel, and Outlook
  • Map reading skills
  • Good written and verbal communication skills
  • Demonstrated organizational and time-management skills
  • Ability to have a largely inflexible work schedule, but to maintain daily flexibility within that mostly rigid framework

Preferred Qualifications

  • Proven knowledge of property-wide geographic locations and their nomenclature
  • Proven ability to build, maintain, and nurture relationships with internal Cast Members and external construction contractors.

Required Education

  • Minimum High School Diploma
